

Dr. Karla Rhay
Over the past twenty-two years, Dr. Rhay has been involved in education working specifically in the field of public school insurance, risk management and employee benefits for the K-12 and community college sector. Her breadth of knowledge stems from experience directly with school district and county school programs administering fully and self-insured property, liability, school construction insurance program, workers’ compensation, and employee benefits programs. During this time, she has been a presenter at many conferences as well as active on many statewide boards, committees and business advisory boards bringing a fresh approach to pooling from a schools perspective. Currently, Dr. Rhay serves as Chief Administrative Officer for two joint powers insurance authorities serving regional occupational programs, public schools and community colleges in Southern California. With offices headquartered in San Bernardino, the Southern California Schools Risk Management (SCSRM) and Southern California Schools Employee Benefits Association (SCSEBA) provide innovative programs, services and products unique to meet the needs of both the employer and its employees. Dr. Rhay is adjunct faculty for the University of California, Riverside where she teaches risk management and school law modules for their Chief Business Officials certification program and participates as an annual presenter for the Association of California School Administrators (ACSA) School Business Managers Academy. Dr. Rhay participates on multiple State wide Boards and Committees to include Schools Excess Liability Fund and CSAC-EIA. Dr. Rhay holds a Master’s in education degree from Pepperdine University and her Doctorate in education from University of Southern California. Her passion is working to eradicate inappropriate conduct by school personnel through the development of programs that address awareness and training. She is a contributor to several industry periodicals and a writer for articles in educational journals addressing school safety. |
